Oracle Corp. (ORCL  ) remains in focus as investors weigh cloud infrastructure layoffs and Project Jupiter financing concerns alongside a new pharmacovigilance partnership with Wipro Ltd. (WIT  ). Oracle cut 546 employees from its Americas Cloud Infrastructure organization, representing about 7.6% of the unit's 7,185 employees, according to an internal document, Business Insider reported Tuesday.

Software developers, engineers, managers, and data center support employees were among those affected.

Project Jupiter Adds Financing Pressure

Oracle also faces challenges around Project Jupiter, its planned $165 billion New Mexico data center campus tied to the Stargate program.

The project has encountered local opposition, permitting delays and concerns over power supply, environmental impact and water use.

About $18 billion of debt tied to the project has reportedly moved into stressed territory, quoted at roughly 89 to 91 cents on the dollar.

Oracle, Wipro Expand Drug Safety Services

Oracle Life Sciences partnered with Wipro to strengthen Wipro's pharmacovigilance services using Oracle Life Sciences Argus business process services. (Pharmacovigilance is the science and practice of detecting, assessing, understanding and preventing adverse effects or any other drug-related problems, according to the World Health Organization.)

Wipro will integrate Oracle Argus BPS into its Wipro Intelligence suite of AI-powered solutions.

The cloud-based platform helps organizations manage drug-safety data, automate workflows, and support regulatory reporting without requiring customers to maintain on-premises systems.

Wipro will also maintain preconfigured Argus environments to shorten customer onboarding and implementation timelines.

ORCL Technical Outlook

Oracle trades about 0.3% below its 20-day SMA of $149.86 but 5.6% above its 50-day SMA of $141.52.

The longer-term setup remains weaker, with shares 7.8% below the 100-day SMA of $161.97 and 9.8% below the 200-day SMA of $165.70.

RSI stands at 51.62, indicating neutral momentum. Resistance sits near $159.50, while support is around $137.

Analysts Maintain Buy Ratings

Oracle carries a Buy rating with an average price target of $249.64. Recent analyst actions include:

  • Freedom Broker maintained Buy and cut its target to $205 on Sept. 14.
  • Argus Research maintained Buy and a $225 target on Sept. 14.
  • Stifel maintained Buy and cut its target to $200 on Sept. 11.
