The Department of Energy (DOE) is putting up to $215 million behind a single goal: a quantum computer that actually corrects its own errors and does useful science by 2028.

The DOE on Thursday announced the Quantum Genesis Q Competition, a milestone-based program to deploy the world's first fault-tolerant, scientifically relevant quantum computer, or SRQC.

The agency is asking domestic commercial entities to submit plans for machines with at least 100 logical qubits capable of hundreds of millions of fault-tolerant operations, plus a scientific demonstration program proving the hardware does real work.

Payment for Proof

Money comes in stages. Phase I pays fixed milestone awards of up to $1.5 million per awardee-$250,000 once DOE approves a technical and validation plan, and the remaining $1.25 million upon delivery of a validated prototype device. Up to 10 awardees are expected.

Phase II opens a $100 million incentive pool split among systems that clear the 100-logical-qubit bar, with two additional $50 million bonus pools reserved for machines demonstrating 150 and 200 logical qubits.

Alongside the competition, DOE issued a separate $45 million national laboratory call to stand up a Quantum High-Performance Computing Validation and Verification Testbed.

The testbeds will independently benchmark physical hardware performance, logical gate fidelities, control-stack integration and algorithm execution times - an audit layer for an industry where vendor qubit claims are notoriously hard to compare.

Critically, the program is modality-agnostic. Superconducting, trapped-ion, neutral-atom and photonic approaches all compete on the same scoreboard. No architecture gets a head start on paper.

Federal quantum policy has escalated fast under President Donald Trump. In May, the Commerce Department moved to award roughly $2 billion across nine quantum computing companies in deals that hand the U.S. government equity interests. Those announcements sent the group sharply higher.

The Q Competition is a different instrument. Rather than capital for capacity, it is payment for proof. Logical qubit counts and validated prototypes become dated, checkable events - and a calendar of catalysts for a sector that has largely traded on roadmaps.

Quantum Stocks To Watch:

  • IonQ Inc. (IONQ  ) - The trapped-ion pure-play has been among the most aggressive in publicizing error-correction milestones, making it a natural entrant.
  • Rigetti Computing Inc. (RGTI  ) - The superconducting-chip developer has long-running DOE national lab ties dating to earlier federal quantum research hubs.
  • D-Wave Quantum Inc. (QBTS  ) - Best known for annealing, the company has been pushing a gate-model roadmap that would be the relevant vehicle here.
  • Infleqtion Inc. (INFQ  ) - The neutral-atom specialist listed on the NYSE in February through a merger with Churchill Capital Corp X, a deal Reuters reported valued the company at $1.8 billion pre-money. Fault-tolerant hardware sits at the center of its roadmap.
  • Quantinuum Inc. (QNT  ) - The Honeywell-backed trapped-ion company debuted on the Nasdaq in June after an upsized IPO, the largest ever for a dedicated quantum firm. Its error-correction results rank among the most cited in the field.
  • Xanadu Quantum Technologies (XNDU  ) - The photonic pure-play began trading on the Nasdaq in March 2026. Modality neutrality puts photonics on equal footing here.
  • Quantum Computing Inc. (QUBT  ) - The photonics-focused name sits further from the 100-logical-qubit threshold but participates in the same federal funding stream.
  • Defiance Quantum ETF (QTUM  ) - For basket exposure rather than a single winner, the fund holds the pure-plays alongside the large-cap technology firms running quantum programs.
